DECODIT - Digitally empowering citizens to deliver the twin transition
European Climate, Infrastructure and Environment Executive Agency (CINEA)
Date: June 2024
Project Summary
DECODIT will develop digital services to support citizens in decision-making for participation in the energy transition through co-created services and customer journeys.
DECODIT will deliver tools that clearly present concrete, personalised & comparable propositions to citizens for futureproofing their homes based on federated, data-driven services from multiple, diverse service providers. Thus, citizens will be able to compare and select the options that best fit their specific situation and personal needs via apps that support natural language interfaces, so that citizens with limited energy or digital literacy can benefit.
Also, it will facilitate financing for the selected interventions through cross-sector, data-driven loan underwriting approaches to reduce entry barriers for capital providers, hence unlocking consumer investment in home upgrades.
DECODIT will contribute to shaping the smart energy landscape through critical enablers, including enabling business models and market & regulatory conditions.
Project results will be demonstrated in four European countries (Latvia, Spain, Greece, and Switzerland) that are very diverse in terms of building characteristics, cultural and regulatory frameworks, climate conditions, economic capabilities, etc. Piloting activities will be held under the supervision of market actors spanning the value chain needed for exploitation (energy suppliers, ESCOs, DSOs, energy communities).
PRAGMA will develop the Empowered Citizen App (ECA). The app and its integrated AI assistant convert complex data into simple, personalised actions. Users can optimise tariffs, automate devices and demand response, schedule smart EV charging, and increase PV self-consumption, while exploring renovation scenarios and financing options with transparent cost–benefit insights. ECA combines proactive alerts with a friendly learning hub and community features, all built on an interoperable, modular architecture powered by a secure Consumer Digital Twin. Designed with privacy at its core, it is inclusive, multilingual, and seamlessly synchronised across phone and browser. This empowering platform enables every household to confidently understand, optimise, and automate their energy use, making sustainability achievable for all.
The DECODIT project has received funding from the European Union Horizon Europe programme, under Grant agreement n°101160660.
